As the global focus on sustainability intensifies, the need for more accurate, transparent, and impactful clean energy procurement tools has never been greater. In response to these evolving demands, the Power Emissions Certificate Alliance (PECA) is proud to introduce the PEC Registry Whitepaper, designed to enable the next generation of corporate procurement and carbon accounting.
What Are Power Emissions Certificates (PECs)?
PECs build upon the existing Energy Attribute Certificates (EACs) registries by providing a more complete and detailed account of clean energy generation's environmental, community, and conservation benefits. Unlike traditional EACs, which only quantify the volume of carbon-free energy (CFE) generated, PECs also capture that energy's time, location, and carbon impact, offering a more precise and meaningful measurement of its contribution to decarbonizing the grid.
By integrating all the key attributes of CFE generation into a single, standardized market instrument, PECs support a range of procurement strategies—aiming for 24/7 renewable energy matching, emissions matching, or annual energy matching. The PEC Registry, operated by Clean Incentive, offers users an independent, data-driven platform for flexible, future-proof sustainability reporting.
Why PECs Are Important?
While traditional EACs have played a critical role in promoting the growth of renewable energy, they often fall short of fully reflecting the real environmental impact of clean energy projects. EACs typically don’t account for factors like the timing and location of energy generation, both of which significantly influence the true carbon impact. This lack of granularity has led to discrepancies in how organizations report their carbon impact, sometimes overstating the benefits of their clean energy procurement.
The PEC Registry solves these challenges by providing a more accurate, comprehensive assessment of clean energy’s impact on the grid. PECs enable organizations to procure and report on clean energy with a higher level of precision, ensuring that their sustainability claims are credible and impactful.
How PECs Work
The process of creating PECs starts with the collection of hourly meter data from clean energy generators. This data and traditional EACs are then assigned a carbon impact score based on when and where the clean energy was generated, using independent marginal emissions data providers. Each PEC is time-stamped according to the hour the energy was produced, allowing organizations to align their clean energy purchases with their actual energy consumption. This enhanced transparency improves carbon accounting and supports more ambitious sustainability goals.
Join Us in Shaping the Future of Clean Energy Procurement
At PECA, we recognize that creating a robust and effective registry requires ongoing input from the community. That's why we call on clean energy stakeholders, corporate buyers, grid operators, and sustainability experts to contribute their feedback and insights to help refine and improve the PEC methodology.
You can participate in several ways:
Join the PEC Alliance: By becoming an advisory board member or signatory, you'll have the opportunity to engage directly with other leaders in the clean energy space, share your expertise, and contribute to developing PEC methodology.
Submit Issues on GitHub: We encourage those with technical expertise to review our open-source methodology and submit issues or suggestions via our GitHub repository. Industry input is invaluable in ensuring that the PEC Registry continues to evolve and meet the needs of all stakeholders.
What’s Next?
With the PEC Registry's upcoming launch and the release of our detailed whitepaper, PECA is excited to embark on this journey with the clean energy community. We believe that PECs represent a significant advancement in carbon-free energy tracking and reporting, enabling organizations to make more informed, impactful decisions as they strive to meet their sustainability goals.
We look forward to your participation and feedback as we work together to create a cleaner, more sustainable future.
